Goods Received Not Invoiced Report Security

Did anyone experience issues with the security of the OOTB report: Goods Received Not Invoiced (GRNI)? We understand that the privileges required to access this report are BI Administrator Role or Cost Transaction Analysis Duty. We initially wanted to add a role to the report security, but given that is a dashboard we were not able to make a copy of it.

So we made a custom role with the Cost Transaction Analysis Duty and Receipt Accounting Transaction Analysis Duty. We also added a data policy to the custom role for access to the business units for which the user is explicitly authorized. The custom role appears to be working as expected with the report access being restricted by Business Unit. However, the report does not seem to respect the custom roles' data policy for users with certain roles such as General Accountant or Financial analyst that have access to a global Corp data access set.
