Unable to see the expenditure organizations in the LOV in the PR/PO

Summary:

We have enabled the PDSC in a TEST environment which is a recent clone from PROD. All the required setups are completed.

But we are unable to see the other expenditure organizations in the LOV in the Billing section of PR/PO. It is showing only one org which is linked with the project in the projects setup.

Same was tested in DEV environment and it was working fine without any such issue. We were able to see all the expenditure orgs listed in the LOV.

Any reason for seeing only one org and not able to see other orgs in the LOV? Anything to do with the projects setups here OR user access/ any profile?
