Negotiation Message Center not including all suppliers

in Sourcing

We have found a couple Negotiations with fully registered suppliers who have responded they will participate. When using Message Center in the Negotiation there are suppliers missing from the list. This keeps us from sending a direct message to that supplier.

How do we ensure we can send a direct message to a supplier that is participating in an active Negotiation RFx?
