Tax withholding cards not Created Automatically - any way to load them that's not manual ?

We had an issue where for two days our new hires did not have Tax withholding cards created automatically (the root cause has been resolved). Is there a way to create the tax cards without manually creating them on each record?

And is there a way to identify future dated hires without a tax card? We're able to run the US Payroll Tax Card Validation diagnostic, but it doesn't look like it has future dates on it.
