How to determine which Inventory Org a requester belongs to

I'm trying to understand how the system determines which Inventory Organization a requester belongs to.
Here’s the scenario:
We have just one Requisition Business Unit (BU) and two Inventory Orgs — Org A and Org B. In the configuration of the Requisition Business Function, the deliver-to org is set to Inventory Org B.
Let’s say we have four locations in total:
- Locations A and B are assigned to Inventory Org A
- Locations C and D are assigned to Inventory Org B
Now, as a requester, when I go into Preferences, I can see all four locations available for the deliver-to setup. I initially set my deliver-to location as Location A (part of Inventory Org A). When I create a requisition line, I only see locations tied to Inventory Org A. Then, I went back and changed my deliver-to location in Preferences to Location C (part of Inventory Org B). After that, when I entered a new requisition line, I could only see locations associated with Inventory Org B.
