Does Oracle GTM supports Assigning Licenses by End Use?

Hi Oracle GTM Community

Is it possible in Oracle GTM to automatically assign export licenses based on an item’s end use, rather than just ECCN or country criteria? If so, what methods or configurations can support this—such as custom fields, rules, or agents? Would appreciate any examples or guidance.
