How to have validation for future dated records for pre conversion records

in Human Capital Management

WE have set 'Guided Flows: Future-Dated Records Validation' to 'Error' In Manage Enterprise HCM Info. However, this validation is only working if we create a record post conversion date. Lets say conversion happened on 08/25, and promotion due is 08/30 (it was scheduled before conversion). In this case, the system is not throwing any error on changing any other record
