Way to extract the valid values of qualifications when you create project resource request

Summary: we are trying to use an API (/fscmRestApi/resources/11.13.18.05/projectResourceRequests/{ResourceRequestId}/child/ProjectResourceRequestQualifications) to update a resource request aiming to populate the qualifications/requirements field. i understand that the default qualifications attached to the project role will automatically reflect but we want to add also new values that were not added as default. thus would like to know if there is an sql or other way of extracting the valid values on the below LOV?
