HDL loading excluded workers in goal plan

Hi everybody

We are trying to load some excluded workers in some goal plans (after we loaded the delete for the assignment goal since they are eligible), yet we are unable to load them or better, we are capable of loaded theese only if they have been assigned from a mass request hierarchy. if this mass request hierarchy doesnt exist, there seems to be no possibility of loading an excluded worker.
Did anyone happen to have a similar problem before?
Did we load uncorrectly/misinterpreted something ?
