How can I manually update inventory average cost?

We have an item that was mistakenly ordered at a much higher cost than it should have been. I need to adjust down the issue cost so when users request from inventory they are not overcharged. I attempted to run the Perpetual Average Item Cost adjustment, and it shows as being submitted but the item cost remains high when I test adding it to my requisition cart. Is there another step needed?
