where manager can find certificate attached by learner for external learning completion

Hi Experts

We have created approval for learning assignment completion that once learner record external learning completion with attaching a certificate it will go for approval to its line manager.
Is there any way manager can able to see the certificate uploaded by learner while approving the request.
