Person real time and Assignment real time security

We have an OTBI analysis for passport and visa details. It combines the Person Real Time and Assignment Real Time subject areas. One employee has a current assignment in one legal entity and had a past assignment in another legal entity. Rows of data are appearing in the report when run by an HR manager with AORs for the legal entity of the past assignment but not the legal entity of the current assignment. Why are we getting this gap in data security?
