Remove access to change security roles in Manage User Account

Hi,

We have a client requirement to have managers create Approval delegations for their direct reports within My Team > Quick Actions > Show More > Manage User Account. However, they also have access to delete and add security roles on this page. We want to remove only the roles section, but were unable to do so via VBS personalizations.
