What is the purpose of Tax Automation Occurrence Movement in TRCS. And is there a logic based on which Tax Automation Occurrence Movement value (0 or 1) is assigned to a TA rule in TRCS?

I am unable to find any documentation for the mentioned movement in TRCS Oracle guides.

We have a scenario where few of the Global rules are missing from the system due to a human error. Requesting for clarification so that the same logic can be applied while creating the missing rules in the system.
