Forecasts uploaded as approved via FBDI is not pulling in actual costs

Summary:

Project has actual costs to date. However, forecasts uploaded via FBDI is not displaying actual costs in Manage Project Forecasts page and as such EAC amounts looks misleading. Is this the intended functionality in FBDI forecast load or are there configuration to copy actual costs in the Manage Forecasts user interface? What about forecasts loaded via RESTAPI, will we encounter the same issue.

I did observe when I created forecasts via user interface there are a few additional forecast options features when you generate forecasts from another source or copy from another source [see last page in this document]. This approach results in Actual Costs getting copied across.
