Privilege to update and submit purchase orders with or without backing requisition lines.

We have given specific user a custom PO role to validate POs during approval and they can withdraw the PO, edit and submit it again if needed.

The procurement agent for those users has been configured by enabling Purchase Order and having access to Others documents as "Modify).

As per the internal business process, this role shouldn't allow user to create PO, so we removed privilege (Create Purchase Order). After removing this Privilege from the role, users can withdraw the PO but cannot edit it.

If PO is in Open status, user can edit PO by creating change order since the role has privilege (Change Order). Only we are facing the issue when user is trying to edit non approved POs.
