Can you migrate changes when TEST and PROD environments are different?

Summary:

Hi Team,

Our TEST environment is in 25C and our PROD environment is in 25B.

When editing a RSSP page in VBS I have the notification that I need to migrate changes as per image below. I need to use VBS to test some changes that I need to deploy to PROD when it is also upgraded to 25C.

I know its not safe to deploy changes from TEST to PROD environments when they are in different versions, however, is it safe to migrate these changes to update VBS?
