Is there any way to configure Allocation Exclusion to only exclude items that fit combined members

Summary:

We recently created a new allocation and it was the first one that used the Exclusion condition. There were 2 members specified in the condition was intended to excluding ONLY the items that met both criteria combined.

Example: Data has locations 1, 2, 3, 4, 5 and segments 10, 20, 30, 40, 50, 60. The intent of the exclusion was to exclude locations segment 20 and 30 only for locations 2, 3, 4. Since both COA members were specified, the exclusion actually excluded ALL segments for locs 2, 3 and 4. Then, for the remaining locations (1 & 5), it then, excluded the specified excluded segments (20 & 30).

Are we missing something in setting up exclusions that forces the all COA members specified to be considered in combination with each other (not evaluated independently)?
