Unable to add or remove users from a user category

Summary:

When attempting to add users to a newly created category, no results appear in the Users tab during the search, and I'm unable to add any users. I also tried performing the same action in the Default Category, but I still can't add new users or remove existing ones.

• The User Account Maintenance setting is configured to Both person and party users.
