EDMCS Alias Uniqueness for EPBCS

When we create a new member under particular parent and if the alias is duplicated among the siblings, then we are getting the error for the duplicate alias. In similar way, When the member is created under different parent and if the alias is from other siblings under different parent, then there is no error and accepting the duplicated alias.

We need to get an validation warning in this situation. Appreciate any suggestions.
