Unable to view list of Requests assigned to other Agents

I am setting up a test account for a HR Help Desk Agent but for some reason they are only able to access and see requests they have created. All agents will need to see and access each others records, At the moment they can only see the requests they have created.

I have followed the instructions in this link:

And have applied the below permissions as requested:

Employee: Next Gen Human Resources Help Desk User

Agent: Next Gen Human Resource Help Desk , Next Gen Human Resource Help Desk Manager

Administrator: Next Gen Human Resource Help Desk Administrator
