Balance Sheet Accounts in YTD FCCS application are Translated using AVERAGE Rates

We are consolidating the YTD values for an FCCS application. After running the consolidation rule, still seeing Balance sheet account getting translated at Average Rate instead of Ending Rate.

In Account properties, Exchange rate type is correctly set to 'Ending Rate'

I'm I missing something here. Please advise?
