Creating Area of Responsibility with complex criteria

We have cases with large organizations where we need to create/assign Areas of Responsibility with complex criteria, for example I need to assign someone to take care of tasks for Employees in 3 Locations (Location 1, Location 2, Location 3) with 3 different grades (Grade 1, Grade 2, Grade 3).

Currently we have to assign 9 different Areas of Responsibilities to cover the above case for a single HR Rep. Which make maintaining such AOR very complex.

Is there any simpler way to achieve this?
