Error when external candidate adds sensitive information to job application-“Failed to lock record”

Hello,

We have an issue where an external candidate received the following error message when trying to add sensitive information (e.g., Date Of Birth) to their job application:

“Failed to lock the record in table PER_PERSONS with key oracle.jbo.Key[…], another user holds the lock.”

What could be the common causes of this error in Oracle Recruiting Cloud?
