Period Inventory Valuation Report not showing data when run by Inventory Org

Summary:

'The Period Inventory Valuation Report' is not showing data when run by Inventory Org nor when it's run without specifying an IO in the parameters does the 'Inventory Organization, Subinventory - Costed and Accounted Value' output option display any data. This is strange because the 'The Period Layer Inventory Valuation Report' does work when the IO parameter is passed and even when it's not the 'PeriodLayerInventoryValuationReport_No Summarization' output version shows all the IOs. This is a fairly simple environment with a single Cost Org/Book using perpetual average costing with the Valuation Unit at the Cost Org level, i.e.
