The requester must be an active worker in an active work relationship

Summary:

I am creating a PR via OIC through REST API, but as I add the requestor ID in the payload it says "The value of the RequesterId attribute isn't valid. must be an active worker with an active work relationship. (POR-2010822)". Do I need some privileges for this user or should I add some additional thing in my payload?
