To Make proficiency level

Summary:

proficiency level & writing Feilds are requied columns in RUI page in language section Career profile page where are they are not mandatory in Redwood Ui pages . And we don't see any option either in configuration page or in the VBCS page to make them mandatory.
There are quite few sections in career profile which are made non-mandatory by deault in Redwood but mandatory in RUI and proficiency level & writing Feilds and viceversa.
Can you please help us how to acheive this?
