requisition approval rule complexity

Summary:

I have requisition approval requirement like

special fund 4 groups each contains multiple values and separate approver

department 13 group , each contains multiple values and separate approver(52 combinations)

and condition are based on amount also like > = 1000 , < = 1000(standard with special fund and department )

is there is easy way to configure this rules? because as per current I am ending up created 100 rules that is not practical
