OTBI function enabling

Hi Team
When the user is working in OTBI (Subledger Accounting – Journals Real Time) and need to extract parts of the “Journal Line Description” field using pattern matching.

When the user tries to use REGEXP_SUBSTR (or even INSTR/SUBSTRING), the user is getting the below error:
“Function REGEXP_SUBSTR is not defined by administrator.”
