Why is my worker agent unable to use the BO Tool only when there are multiple worker agents.

Summary:

A worker agent can successfully use the BO Tool when it’s the only worker under a supervisor or when there is no supervisor. However, when more than one worker agent is added, the same BO Tool becomes inaccessible to the worker, even though routing and prompts appear correct in debug mode.
