Delegated Manager unable to download the 'Transcript for My Direct Reports'

Hi Team,

As a delegated manager, when I try to download " Transcript for My Direct Reports:". The report is not fetching any values as the delegated manager is an Employee. But the delegated manager should have the access to view status of the direct reports of the original manager when download Transcript for My Direct Reports. Is this not the expected behavior. Please let us know.
