Autocomplete rule to validate the HR Transactions (e.g. Promotion, Transfer) based on Payroll run

Hello Team,
As per the client's requirement, we need to set an autocomplete rule to validate the HR Transactions (e.g. Promotion, Transfer) with the condition that the effective start date should not be before prior payroll run and not after future payroll run date.

If anyone already setup this kind of login then could you please help us with the same ?
