Requisition View Only Role is Allowing Creation of Requisitions Through All Punchouts

We are looking for guidance on how to address this issue, per our security team.

Our CNO

Requisition View Only role is currently allowing access to create requisitions from all of our punchouts. This should not be able to happen, as these users do not have the Procurement Requester/Preparer roles.

We were wanting to see if we could remove the "Go to Site" button on the punchouts. We looked at VBS as an option, but was unable to find a solution that way.
