Attribute-based netting rule building for linking work orders through an item EFF

Customer manufactures chemical products and the process is broke down into two work orders:

• a semi-finished bulk item
• 1+ finished goods items

The finished good items are only the bulk item packaged. But there are many types of packages that will need as many end item references as needed.
So we can have a single bulk item that can be used among multiple end items.

In Supply Planning, when demands are coming for end items, make planned orders will be suggested for every end item, while respecting the modifiers. Now, customer would like the planned orders for bulk items to be grouped according to the packaging of the end items. Something like the following end item demands using the same bulk item:
