Require Disposition Reason from Redwood Job Application List page

We're trying to require the disposition reason field when candidates are moved to either rejected or withdrawn state.

I'm finding that in VBS, I can require this reason when the navigation is hiring > select applications tied to a req > click specific candidate > move application from 3 dots

But unable this does not require the reason when the navigation is

Requisitions > filter phase: open > click on the application number of one of the open reqs > check the candidate (left side) > move application. From VBS I get no configure fields/regions section.

Has anyone figured out how to accomplish this? Unsure if it's a possible issue as my expectation is if we can require this through one navigation path, I should be able to do the same with another.
