"Do Not Hire" List/Flag?

Has anyone developed a successful method in Taleo for marking candidates who you've determined are not considerable for hire under any circumstances? Some kind of flag, etc that is visible to recruiters, or perhaps reportable? I'd be interested to hear what others are doing. Thanks!
