How to take access away to edit own personal payment method

in Payroll and Global Payroll Interface (GPI)

Are HR admin currently have access to edit all employee's personal payment methods including their own. We are looking for a way to make their own personal payment method view only, with still allowing them to add or edit for all other employees.
