Action link for learning

Summary:

Need guidance to create action link for course learning report. I have made a learning report where course related columns are present, e.g. learning item name, learning item number etc. I want to use active link so that it takes me to the respective responsive page. My intension is to land on this page when I click on the course number from the report for example. I am unable to figure out the right link or the proper link which will help me land on the respective page.
