What is best practice for hiring Employee into suspended position

Summary: We are a college that has many Adjunct Professors and Student Workers that often have multiple assignments. Currently we are suspending assignments until the worker is hired back into that assignment. The issue is that it is creating a new assignment every single time and we now have Faculty/Staff with over 30-40 assignments, making it very difficult to manage. What is best practice to hire a Faculty/Staff back into a suspended assignment? What is the recommended action/action reason? (Ex. Adjunct Prof teaches English in Fall, Assignment suspended in Spring, Hired back into assignment for English in Fall). Thank you
