ETC start date in forecasts version page

What is the current logic used to derive ETC start date in forecasts version page? For instance, my current period is "Oct-25" the

ETC start date = 1st Nov 2025.

PM's in our business update forecasts several times in the current period so I wonder if this logic be changed in configuration?
