Why am I asked to assign resource class rate schedule in the planning options when it is not used

Summary:

Why does this error message asking me to “Assign a resource class rate schedule in the planning options for the version and refresh rates for the planning transactions.”, when the revenue recognition is calculated via a process configurator and is linked to the revenue plan (via a revenue method) in contract line and associated projects. See attached screen shots. We have no intention to use planning rate for budgets and forecasts in our financial plan types.
