suppression function isn't working in Narrative Reporting

Summary:

i have one row (row 5) that has conditional suppresion that other rows use to do it's conditional suppresion. the row 5 conditional suppression is if Period equals Dec, then suppress the row. then row 1 & 3 are suppressed if row 5 is suppressed and row 2 & 4 are suppressed if row 5 is not suppressed. this works on grid 1 which was migrated from Financial Reporting. The new grid (grid1b) is created from NR. trying to apply the same logic on it but it's not working. It works for "equal" but doesn't work for "not equal" command.
