Project cost billing question

Hi Team,

Please help confirm the project cost billing logic:

1. When project task is unbillable, and the related costs marked unbillable, does it mean that all these costs can't be billed?
2. When costs are billable (PO/AP/Item cost/timecard cost etc.), then these costs all can be billed?
