Is it possible to restrict external candidate of a specific country to add address via career site?

Summary:

Is it possible to restrict external candidate of a specific country to add address while applying career site without impacting Core HR (existing employees) ?

Such as:

• Home or mailing Address should be on the application to avoid degradation of the candidate experience.
• Candidate should be able to view home address fields when applying to roles or creating a talent profile.
• Candidate should be able to view home address fields when they want to edit their profile.  
• Restriction should work while applying for the job and editing my profile as well.
