Validation not triggering for Top Nodes in the hierarchy for Remove Action

Hello,

We have a requirement to restrict the remove action for parent nodes that have children underneath them. I've built a validation which works fine for the all the nodes in the hierarchy except for the top node. I am attaching the validation logic and definition. Please let me know if I am missing anything here.
