Employee in One BU, which not enabled for PPM, can he able to voucher Timecard for Other BU Project?

We have scenario, where employee is sitting in XYZBU(Germany), which is only enabled for GL, no other subledgers enabled (PPM, AP, AR..), can he able to voucher Timcard for other ABC BU(Italy) project? Is it Possible through 'ICB'?
