Add "Last Updated By" to View History under Manage Positions and Departments in Redwood Version

Add "Last Updated By" to View History under Manage Departments and Positions. This information is already available for other HR work structures when checking the history and seems to be available in background tables, so would be ideal and consistent to have it available for Departments and Manage Positions
