Why Supply Plan is not recommending rescheduling in for open Purchase orders to avoid stockout?

When projected on-hand is in negative that is below safety stock, why system is not recommending Reschedule In to this unfirm PO to avoid stockout?

To further illustrate: The PO is pegged to work order but system is not rescheduling in on 2/20/25 instead it is rescheduling on 2/23/26.

Supply plan is unconstrained and Planning Time Fence is not enabled in Plan Options.
