BPA line description not translating to Canadian French

Summary:

We are uploading BPA along with the corresponding description in Canadian French in the PO_ATTR_VALUES_TLP_INTERFACE tab in the BPA FBDI import file. The FBDI file imports successfully, but after changing the session language to 'Canadian French', the item description does not translate and remains in English. We also tested this with Spanish and observed the same issue.

Are we missing any configuration?
Also , we want to confirm the following system behavior is by design or not?
