how to consume budget when use project transfer to transfer from common to project inventory

Summary:

we have a scenario:

1. use [external PO] to buy items into common inventory; [ no budget]
2. use [project transfer] to transfer common inventory to project inventory as needed; [ as current system logic, won't consume transfer to project budget, but will increase project actual cost]
3. use [internal requisition] to delivery those project inventory to project expense destination[ as current system logic, will consume budget when submitting this requisition, and after the pick slip from project inventory , system will release budget back, total consume zero budget; and the actual cost will be negative+ positive=zero

so, in this scenario, the total cost will be negative by project transfer; and the total budget is zero.
